Implementing IT Applications in Administrative Work at the Office of the Ho Chi Minh City Party Committee

On May 30, 2024, the Vietnam Blockchain Association held a working session with the Ho Chi Minh City Party Committee to discuss implementing IT applications and data synchronization in administrative work.

The meeting was attended by representatives from the Ho Chi Minh City Party Committee, including Mr. Nguyễn Hồ Hải, Permanent Deputy Secretary of the Party Committee; Mr. Phạm Hồng Sơn, Party Committee Member and Chief of the Party Committee Office; Mr. Đặng Nguyễn Thanh Minh, Mr. Trương Vĩnh Tùng, and Mr. Nguyễn Minh Đức, all Deputy Chiefs of the Party Committee Office.

From the Vietnam Blockchain Association, the delegation included Mr. Trần Việt Hùng, former Deputy Chief of the Office of the Party Central Committee; Lieutenant General Đặng Vũ Sơn, former Head of the Government Cipher Committee; Mr. Phan Đức Trung, Permanent Vice President of the Vietnam Blockchain Association; Mr. Nguyễn Thanh Bình, former Director of the Department of Science and Technology, Government Cipher Committee; Mr. Hàng Minh Lợi, Director of the AI Innovation Center; and Mr. Đinh Quang Huy, Director of the Information Technology Center, Cipher Department, Office of the Party Central Committee.

Ms. Lê Thị Thanh Thuý, Deputy Chief of the Party Committee Office, shared the goals of the session, stating: “The Party Committee aims to implement data synchronization in administrative work to avoid redundant investments amidst the current reduction in staffing and the lack of clear IT expertise among personnel. Applications within Party organizations still face significant limitations. Therefore, it is crucial to promptly adopt a unified approach to advance the use of modern tools, save time and costs, reduce staff allocation, and, above all, prioritize information security.”

Representatives from the Party Committee outlined specific priorities that need to be addressed, such as: processing input documents, automating document entry instead of the current manual process, automating the tracking of tasks, automating the entry and organization of work schedules, and converting speech to text, etc.

Adding to the discussion, Mr. Nguyễn Hồ Hải emphasized that Ho Chi Minh City identifies digital transformation as one of three main pillars for 2024. While plans to enhance cybersecurity applications have been in place, progress has stalled due to the lack of a clear roadmap.

Representing the Vietnam Blockchain Association, Mr. Phan Đức Trung, Permanent Vice President, affirmed the Association’s commitment to collaborating with the Ho Chi Minh City Party Committee to provide training on the knowledge and skills needed for using AI applications. He stated that initial discussions would determine the content of the training program, the number of participants, and the method of training to optimize costs and effectiveness.

On solutions, Mr. Hàng Minh Lợi, Director of the AI Innovation Center, suggested initial technological measures to automate data synchronization in the city’s administrative work using AI systems.

Concluding the session, Mr. Phạm Hồng Sơn announced that the Party Committee Office agreed to establish a specialized team to develop specific plans. This team will conduct a comprehensive survey to assess the current situation and create a phased implementation plan tailored to the city’s needs.
