The Government Cipher Committee and the Vietnam Blockchain Association agreed that collaborative blockchain research, application, and training activities between the two sides need to ensure a national position, which is a premise for policy proposals to create a positive impact on socio-economic development and international integration.
The Vietnam Blockchain Association (VBA) and the Government Cipher Committee had the first official working session at the Government Cipher Committee Headquarters on October 31 to promote the process of implementing common goals of research and development. Promote the application of blockchain technology in the fields of state management, socio-economic promotion, and international integration.
Representative of VBA, Chairman Hoang Van Huay and Permanent Vice Chairman Phan Duc Trung thanked the Government Cipher Committee for the welcome, at the same time shared their perspectives and proposed research cooperation between the two sides on 4 issues. major topics, including Central Bank Digital Currencies (CBDC); Custody (custody); Applying blockchain technology goes hand in hand with identifying and managing risks in operations; and Popularizing blockchain at scale.

On the side of the Government Cipher Committee, the head of the working group is Colonel Nguyen Huu Hung, Member of the Standing Committee of the Party Committee, Deputy Head of the Committee, expressed agreement with VBA’s sharing on 4 major issues, emphasizing the This issue is also the current concern of the Board and appreciates future cooperation between the two sides.
The meeting also had the participation, sharing and critical comments of many leaders and experts of the Government Cipher Committee such as Mr. Ngo Duc Thang, Director of the Party – Government Cipher Department; Dr. Ho Van Huong, Director, Department of Civil Cryptography Management and Cryptographic Product Inspection; Associate Professor Dr. Nguyen Hieu Minh, Deputy Director of Cryptographic Technical Academy; Lieutenant Colonel Hoang Anh Tu, Deputy Director of One Member LLC 129; Mr. Nguyen Quoc Toan, Director of Institute of Cryptographic Science and Technology.
VBA representatives include Mr. Tran Viet Hung, Former Deputy Chief of the Central Party Office and Mr. Vu Van Xup, Former Director of the Department of Civil Cryptography Management and Cryptographic Product Inspection, Government Cipher Committee, currently holding Senior advisor role, participating in discussions and giving comments to the cooperation program.
Mr. Phan Duc Trung, Permanent Vice President of VBA shared about 4 issues of common concern between the two sides, CBDC, noting the risks when applying and training to popularize blockchain.
Regarding policy, the two sides agreed to promote cooperation in research, application and training of blockchain technology. In particular, research and application programs need to ensure a national position and have a positive impact on socio-economic development. Based on these research results, the Central Cipher Committee and VBA will make specific proposals and policy comments on state management for central agencies and the Government.
VBA also takes on the role of connecting businesses, universities and international organizations, coordinating with the Cryptographic Academy to develop educational and research programs on blockchain technology, and promote communication. to help the community and the entire population fully understand blockchain technology, including its advantages and risks that need to be managed when applying today’s technology.
After reaching initial agreements, the two sides agreed to soon sign a Memorandum of Understanding (MOU) to serve as a basis for quickly implementing the above contents.
