In response to National Digital Transformation Month, the 2024 Ho Chi Minh City Digital Transformation Week, held from October 22 to 23, 2024, garnered significant attention from the business community, policymakers, and technology experts, with the participation of the Vietnam Blockchain Association.
The event featured more than 50 exhibition booths, one plenary session, and six thematic workshops, showcasing achievements, digital systems, and platforms to promote the development of digital government, digital society, digital economy, and smart cities. The technology and digital transformation solutions experience area attracted participation from over 30 prominent organizations, enterprises, and technology corporations.

Mr. Đào Trung Thành, Deputy Director of the Academy of Blockchain and AI Innovation (ABAII), Shares Insights on “Achieving Successful Digital Transformation with Generative AI”
At the plenary session themed “Digital Technology – A New Growth Driver for Ho Chi Minh City,” Mr. Đào Trung Thành, Deputy Director of the Academy of Blockchain and Artificial Intelligence Technology (ABAII), a member of the Vietnam Blockchain Association, shared his experiences and recommendations on how to “Achieve Successful Digital Transformation with Generative AI,” with a particular focus on public administration.
Generative AI, with its ability to create diverse content such as text, images, videos, and audio by synthesizing large datasets, offers endless creative opportunities. Mr. Thành emphasized that this technology enables limitless innovation, optimizes processes, improves service quality, and promotes sustainable development across various economic and social sectors.
In the United States, AI has automated administrative processes, minimized errors, and boosted efficiency. In Vietnam, Mr. Đào Trung Thành noted that Generative AI has been applied in public services to improve administrative procedures, support decision-making, and enhance communication between the government and citizens. However, the use of Generative AI in public administration remains limited, with processes and labor efficiency not yet fully optimized.
“Generative AI offers significant opportunities for administrative reform, enhancing management efficiency and the quality of public services. In the future, deeper AI integration into management processes and the development of intelligent databases will further optimize performance and better meet citizens’ needs,” Mr. Đào Trung Thành stated.
The ABAII Academy has actively engaged in digital transformation programs in the provinces of Kon Tum and Quang Binh, directly teaching the application of AI in administrative management and public service delivery. These efforts have enhanced transparency and convenience for residents in these areas.
At the 2024 Ho Chi Minh City Digital Transformation Day, Mr. Nguyễn Đức Long, Director of Digital Transformation at the ABAII Academy, shared practical AI applications through two of the Institute’s flagship products: MasterTeck – an online learning platform focused on Blockchain and AI, and AI Law Search – the first virtual legal assistant in Vietnam.
MasterTeck, Vietnam’s leading online learning platform for Blockchain and AI, was officially launched by the ABAII Academy, a Vietnam Blockchain Association (VBA) member, on October 23, 2024. The platform aims to popularize Blockchain and AI among 1 million Vietnamese citizens through the development of Massive Open Online Courses (MOOC).
Positioned as the premier online platform for Blockchain and AI education in Vietnam, MasterTeck offers over 300 courses, from basic to advanced levels, equipping learners with practical knowledge and skills. It also provides opportunities to connect with networks and career prospects within hundreds of reputable global communities.
MasterTeck leverages educational resources from renowned global partners such as AISG, TU Delft, PCBC, UNIC, MIT, ISTE, and PlanB (Tether) in its initial phase. The platform will focus on creating high-quality lectures developed by Vietnamese experts, tailored to Vietnam’s practical conditions. This approach aims to enhance the autonomy of Vietnam’s education system for Blockchain and AI, align with domestic needs, and mitigate risks associated with inaccurate information.
At the launch of MasterTeck on October 23, 2024, Ms. Nguyễn Vân Hiền, Deputy Director of ABAII Academy, highlighted the platform’s mission to bring Blockchain and AI education to 1 million Vietnamese citizens.
The MasterTeck platform was introduced by ABAII Academy and VBA shortly after the Prime Minister issued Decision No. 1236/QĐ-TTg on October 22, 2024, approving the National Strategy for the Application and Development of Blockchain Technology through 2025, with a vision toward 2030. This strategy pioneers efforts to achieve key goals in developing human resources and building “Make in Vietnam” brands within the blockchain sector.
As outlined in the National Blockchain Strategy, ministries, sectors, the Vietnam Blockchain Association, and other professional associations have been assigned to lead the development of “Make in Vietnam” blockchain platforms. The strategy also includes establishing operational frameworks and ensuring interoperability between different blockchain networks on Vietnam’s Blockchain Infrastructure. Additionally, the strategy focuses on rallying Vietnamese digital technology enterprises to build blockchain platforms, promote information sharing, and strengthen competitiveness against foreign companies.
Alongside MasterTeck, AI Law Search is another project led by ABAII Academy, in collaboration with DecomStars and Nam Hà Law Firm. The platform provides access to more than 145,000 legal documents, updated in real time. It stands out for its automated Q&A feature, powered by Natural Language Processing (NLP) technology, enabling users to quickly and accurately search legal information while saving up to 80% of their time.
