The Vietnam Blockchain Association (VBA) and the ABAII Academy have introduced Blockchain and AI solutions to nearly 100 Bình Định officials, aiming to enhance administrative efficiency, ensure data transparency, develop human resources, and accelerate digital transformation in the province.
On November 14, 2024, nearly 100 leaders and officials of Bình Định province attended the scientific workshop titled “Core Technology Applications – A Driving Force for Digital Economy Development,” co-organized by the Department of Science and Technology, the Department of Information and Communications, and the International Center for Interdisciplinary Science and Education (ICISE). The event showcased advanced technological solutions in Blockchain and AI to improve management efficiency, promote data transparency, and foster local human resource development, contributing to Bình Định’s digital transformation.
Mr. Trương Quang Phong, Deputy Director of the Department of Science and Technology, stated that the world is entering a highly competitive era of digital transformation and digital economy development. Bình Định has significant opportunities to develop high-tech industries through investments in industrial parks and AI hubs. The province can “leapfrog” into advanced technologies such as AI, Blockchain, NFTs, Machine Learning, and the Metaverse.
At the workshop, Mr. Nguyễn Đức Long, Chief of Digital Transformation at the ABAII Academy, and Mr. Lê Anh Quốc, a technology expert from VBA, discussed the development and critical applications of Blockchain and AI. Both experts proposed specific solutions to leverage these technologies for Bình Định’s digital economy growth.
Mr. Lê Anh Quốc emphasized that Blockchain not only automates administrative processes but also enhances transparency and efficiency in data management. He cited the example of Zug, Switzerland, where 42% of the local population supports Blockchain-based eVoting solutions, enabling secure and transparent online voting. Drawing on this international experience, Mr. Quốc suggested applying Blockchain to key areas in Bình Định, such as agricultural product traceability, educational certification issuance at Quy Nhơn University, and public administration management.
“Bình Định, with its early access to advanced technologies, can widely adopt Blockchain from leadership to citizens through a mentorship model where experts guide the informed, and the informed train the uninformed,” Mr. Quốc proposed.
He also recommended establishing a controlled testing mechanism—sandboxing—to allow local businesses to pilot innovative solutions safely before broader implementation. This approach minimizes risks while encouraging innovation, and accelerating digital transformation in the province.
Not stopping at Blockchain, AI is also considered a strategic tool accompanying digital transformation. Mr. Nguyễn Đức Long shared, “Generative AI has demonstrated exceptional efficiency in Japan, where this technology supports the conversion of socio-economic data into visual charts, enabling leaders to make more accurate decisions.” He cited a report from McKinsey predicting that AI could contribute up to $4 trillion to global GDP by 2023, highlighting the growth potential of this technology, especially for provinces with clear strategies like Bình Định.
During the event, Mr. Long emphasized the importance of early education on technology to raise public awareness about core technologies. He recommended organizing specialized workshops for businesses, combining direct training sessions with online education platforms. Additionally, he suggested deploying QR codes at administrative centers, libraries, and schools to make learning materials easily accessible to the public. A notable example is MasterTeck, Vietnam’s first open online learning platform (MOOC), developed under the National Blockchain Strategy. MasterTeck offers more than 300 highly practical courses on blockchain and AI, tailored to 24 of the most sought-after careers today, such as AI engineers and blockchain developers.
Learners also have the opportunity to enroll in advanced courses on Risk Management, Cybersecurity, Ethical Hacking, and more, earning certifications from prestigious international organizations like CompTIA, EC-Council, PECB, and ABAII. These certifications are available in both traditional print and NFT formats, with direct integration into LinkedIn profiles, enhancing global connectivity, Mr. Long shared.
Mr. Long proposed developing a dedicated learning portal for Bình Định, integrating a library of resources, technology news, and AI-powered tools for personalized learning. Built on the Moodle online learning platform, this system would feature single sign-on (SSO) capabilities and API expandability, optimizing deployment costs and time. Blockchain technology would ensure data security and transparency, supporting effective digital transformation in the province.
Following the workshop, VBA and the ABAII Academy plan to continue collaborating with Bình Định province to organize training sessions and educational programs aimed at enhancing Blockchain and AI knowledge and skills for local officials and staff.
This initiative is part of a series of nationwide efforts by VBA and ABAII Academy to promote digital transformation and the adoption of emerging technologies. Similar events have been held in Quảng Bình and Kon Tum, receiving positive responses from local communities.
