The Government Cipher Committee and the Vietnam Blockchain Association officially signed a cooperation agreement

On November 30, 2023, in Hanoi, the Government’s Information Security Committee and the Blockchain Association of Vietnam signed a Memorandum of Understanding for collaboration.

DSC_9797.jpgAt the signing ceremony, Lieutenant General Vu Ngoc Thiem, Head of the Government’s Information Security Committee, and Associate Professor Dr. Nguyen Huu Hung, Deputy Head of the Committee, along with representatives from various affiliated agencies and units, such as the Politics – Organization Department, Civil Cryptographic Management and Product Inspection Bureau, Science and Technology Department, Institute of Cryptographic Science and Technology, and Cryptographic Engineering Academy, were present.

On the side of the Blockchain Association of Vietnam, Professor and Dr. Hoang Van Huay, the President of the Association, Mr. Nguyen Doan Hung, former Vice Chairman of the State Securities Commission and Vice President of the Association, Mr. Phan Duc Trung, Deputy Permanent Vice President of the Association, Mr. Tran Viet Hung, former Deputy Head of the Central Party Office, and senior advisor to the Association, along with members of the Executive Board, experts in technology, economics, and legal matters from the Association, and educational partners such as Hanoi University of Technology and Dalat University, attended the signing ceremony.

In his opening speech, Lieutenant General Vu Ngoc Thiem, Head of the Government’s Information Security Committee, praised the activities of the Blockchain Association of Vietnam in the past and recognized the significant potential of blockchain technology in the future. The Government’s Information Security Committee is actively embracing this new technology through research and development, laying the groundwork for innovation and the advancement of Vietnam’s information security sector towards modernization, contributing to the overall socio-economic development and ensuring national security.

DSC_9666.jpg“In this context, the Blockchain Association of Vietnam, a non-profit professional social organization, serves as a crucial and strategic partner, acting as a bridge between state agencies and the domestic and international communities to support and promote research and development activities related to blockchain technology and nationally significant applications, actively contributing to the positive changes of the ongoing 4.0 revolution that Vietnam is pursuing,” shared Lieutenant General Thiem. 

On the side of the Blockchain Association of Vietnam, Vice President Nguyen Doan Hung emphasized, “The collaboration with the Government’s Information Security Committee is both an honor and a responsibility for the Blockchain Association of Vietnam to contribute intellect, human resources, and technology to promote the application of blockchain in vital sectors of the country such as education, finance and banking, social security, population management, security, and defense.”

DSC_9733.jpg“With a broad and deep scope of collaboration, from theoretical research to practical applications, as well as proposing and promoting the adoption of suitable legal frameworks, allowing state agencies to manage and simultaneously stimulate the innovative development of new technology applications such as Blockchain, Big Data, Artificial Intelligence, and the Internet of Things, we believe that the collaboration between the Government’s Information Security Committee and the Blockchain Association of Vietnam will be a foundation contributing responsibly to significant changes in the current 4.0 revolution,” shared Mr. Doan Hung.

The signing of the Memorandum of Understanding aims to leverage the strengths of both parties in research activities, proposing policy management, promoting application, and education and training for the widespread adoption of blockchain technology in Vietnam.
